As the world convenes an annual meeting to address implementation of the Climate Change Convention – which contains a very active forum for non-government organizations, the Tal Fund thought it important that Israel’s advocacy groups learn about the issue and what organizations world-wide are doing about the issue. The Fund granted a travel grant to “Life and Environment”, the umbrella organization for Israeli environmental groups which allowed the organization to send a leading Israeli advocate to the conference and bring back the message of urgency and a practical agenda for engagement by Israel’s civil society in the climate issue.

Last week, after three years in the making, the Knesset passed Israel’s Clean Air Act, with 39 MKs voting in favor of it and none objecting.

Although much work is ahead of us, I would like to take this opportunity to thank you for supporting our Clean Air campaign that focused on promoting the Clean Air Act over the past year and a half.

Your support has been instrumental in enabling us to bring the Clean Air Act to public awareness as well as to large media exposure through running major public activities. These include annually activities such as the Clean Air Parades, in Jerusalem, Tel Aviv and Haifa, protests and demonstration throughout and garnering the support of thousands of residents and activists as well as Members of Knesset.

In recent months, Green Course has invested much effort in lobbying for the Clean Air Act in the Knesset. Together with the IUED, Green Course’s lobby group was in the frontline of promoting the Clean Air Act vis-à-vis the decision makers. This lobby activity would not have been possible without your support.

Identifying one of Israel’s most pressing environmental problems and putting your faith in our volunteers has proven successful; we look forward to working together on future environmental issues and hope to be able to promote a real change for Israel’s environment.

I am delighted to let you know that recently, our neighborhood activist group, Ramot favors Environment scored a major victory for Jerusalem’s environment. In a very courageous move Israel’s High Court of Justice ruled last week that Mitspeh Naphtoach has to be returned to its previous zone status which is land for agriculture and green space. That means that for now no building can take place on this hill which is rich in fauna and flora. The plan for a new, massive, 2000 unit urban development, that would have destroyed one of the last habitats in the Jerusalem for the Israeli gazelles and a critical area for hiking and contemplation for the citizens and guests of Jerusalem, has for now been put on hold.
This has been a long campaign and many thought that we could not overcome the combined forces of the mayor’s office and project initiators and developers. The victory is not only environmental, but also one that shows the strength of Israel’s democracy and the ability of concerned citizens to stand up for their and nature’s rights.

This does not mean that developers will not try again but all this takes time. In the mean time we have an opportunity to file a public-interest alternative plan for an urban nature sanctuary on the Mitzpeh Naftoah Hillside to be incorporated as part of the new Metropolitan Park being planned in the Arazim valley. We hope and expect that the Jewish National Fund will be a partner in preparing and implementing this plan. We hope that the Tal Fund can be counted upon in helping to assist us with this critical, proactive initiative.

I would like to thank from the bottom of our hearts our competent lawyers Dr Benjiman Hyman and Mr Reuven Yehoshua for the hard work they did to make this happen. We are also grateful to the Tal Fund whose support helped fund the legal action. I hope that this New Year allows you to have many opportunities to support many of the other local initiatives around Israel who desperately need assistance, often quite modest, to preserve the integrity and beauty of our promised land.

The funds supported buses, the sound system and publicity which brought together thousands of concerned citizens in a celebration for the beach. Bands played, activists speechified and the Chairman of the Regional Council – seeing the determination of the citizenry – announced that he was taking the proposal back for “reconsideration”.

The Carmel Chemicals factory already had a long history of violating air emission standards, in particular because of non-point sources leading to high incidence of lung related diseases among local residents. Local residents decided to organize a protest. Citizens from miles around joined a surprisingly large crowd – which was arguably constituted the single largest demonstration around an air pollution hazard in Israeli history. The demonstration organized by “Kachol Yarok” was funded by the Tal Fund – which covered the expenses of transportation, signage, security costs.

החברה להגנת הטבע, הארגון הוותיק והגדול ביותר להגנה על הסביבה בישראל, פתחה סניף במודיעין, שהחל בקמפיין לזהות את השטחים הרגישים ביותר המאויימים על ידי תוכניות “שלב ב’” ועל הגשת תוכניות פיתוח אלטרנטיביות, שיאשפרו לעיר להגיע ליעד האוכלוסיה הרצוי באופן בר-קיימא. קרן טל העניקה לסניף מודיעין של החברה להגנת הטבע מענק שתומך בקידום תוכנית אלטרנטיבית בשיתוף התושבים המקומיים ומקבלי ההחלטות.

יער ירושלים כיסה בעבר עשרות דונמים וסיפק לתושבי הבירה ולתיירים המבקרים בה פינה ירוקה הגובלת בלב העיר הסואנת. עם זאת, שטחו של יער ירושלים, שניטע ע”י הקק”ל בשנות ה-50 הולך ומצטמצם בעבות לחצי פיתוח וההתפשטות העירונית. האחרון שבפרוייקטים אלו מציע לחבר במחלף את השכונות הסובבות לכביש המהיר ירושלים-ת”א, ובכך להקטין בצורה משמעותית את השטח צפון-מזרחי של היער, ליצור מפגעי רעש ואיכות אוויר לשכונות המגורים וליצור הזדמנויות פיתוח נוספות המאיימות על המשך קיומו של היער.

עם זאת, היום קיימים מספר ארגונים סביבתיים בירושלים המתנגדים לפרוייקט. אולי אחד מהארגונים הפעילים ביותר הוא ‘שומרה’, קבוצה סביבתית משכונת הר-נוף, שחבריה דתיים וחרדים ברובם. על מנת להצליח בקמפיין להצלת היער, שומרה מבקשת להציע פתרון אלטרנטיבי שיאפשר גישה של תחבורה לכביש המהיר דרך מנהרות ובאופן זה להגן על היער. קרן טל סיפקה מענק ל’שומרה’, שמטרתו מימון פנייה למהנדס כבישים מומחה, על מנת לעודד את המקצועיות והאפקטיביות של הקמפיין.

מגמה ירוקה, ארגון הסטודנטים למען הסביבה, הוא גוף שהולך ותופס תאוצה בשנים האחרונות. מגמה ירוקה הוכיחה שיש ביכולתה להנהיג יוזמות יצירתיות ובעלות השפעה בתחום הסביבתי בישראל. לבקשתם, קרן טל סיפקה תמיכה למימון רכז, שיוביל את מעורבותם של הסטודנטים בישראל ביצירת קמפיין ציבורי לתמיכה רחבה בחוק אוויר נקי ולהגברת המודעות הציבורית לחומרתה של בעיית זיהום האוויר בארץ.

נס ציונה גובלת כיום בגבעות כורכר, המוכרות בשמן גבעות האירוסים. מלבד היות הגבעות אחד מאזורי הטבע הפתוחים האחרונים בפרוורי מטרופולין תל אביב, איזור עשיר בצמחיה ותצורות גיאולוגיות, המהווה את אחד השרידים האחרונים לדמותו של מישור החוף בעבר. גבעות אלו הן גם אחד מהאתרים הבודדים שנשארו בארץ בעלי ריכוז מרשים של אירוסים.
אתר זה מהווה פינת חמד לתושבי האזור, הנהנים לבלות זמן בחיק הטבע. בתקופת האביב, עם פריחת האירוסים, האתר מהווה מוקד משיכה למטיילי מכל הארץ. בנוסף לאירוסים, בולטים בפריחתם הרותם המדברי והאזוביון, צמח הנמצא בארץ בסכנת הכחדה.
לאחרונה, מספר גורמים מאיימים על האיזון הטבעי ומאיימים על עתידן של הגבעות: ג’יפאים וטרקטרונים חורשים ללא הבחנה וגורמים לפגיעה הרסנית בכורכר הרך. לאחרונה, יזמים מקומיים מציבים את האיום הגדול ביותר, בתכנון להקים יישוב קהילתי חדש על הגבעות ושכונות מגורים חדשות של בתים רבי קומות.
קבוצה מקומית של פעילים - פורום גבעות הכורכר של נס ציונה - הוקמה על מנת לשמר את האזור כשטח טבעי ופתוח לתושבים וקרן טל תרמה למימון הוצאות משפטיות ואחרות שמטרתן שימור השטח הירוק. ארגון גבעות הכורכר שם למטרה ליידע מבקרים על עתיד האזור, לפתוח במאבק משפטי על עתידו ולהציע תכנון אלטרנטיבי לשימורן של הגבעות למען הדורות הבאים. לאור החשיבות האקולוגית וטבעו המיוחד של אזור זה, הקבוצה מנסה להביא להכרזתן של הגבעות כגן לאומי בוטני, דבר שימנע את המשך גרימת הנזק הלא מבוקרת של רכבי השטח וכן ימנע כל בנייה עתידית על השטח.

מאז הקמתה, העמותה התמודדה בהצלחה עם אתגרים רבים. הישגיה כוללים סגירת מטמנות פסולות בלתי חוקיות, העברתם של תעשיות מסוכנות לעובדיהן ולתושבים בסביבתם (המפעלים האלקטרוכימיים), סגירתם של מוקדי אסבסט, ארגונו של קמפיין ניקיון משותף לתושבים היהודים והערבים של הגליל, ייזום של חוקי הגנה מפני זיהום בכנסת והטלת קנסות ועלויות שיקום על מספר גופים מזהמים.

אחד הנושאים הבוערים כיום הוא איכות המים, שהולכת ומתדרדרת בנחלי הגליל כתוצאה ממחסור במדיניות סביבתית ממשלתית יעילה ומהזנחה רבת שנים. אגודת אזרחים למען הסביבה בגליל יזמה תוכניות ניטור של המים בנחלים במטרה לעצור את המשך זיהום המים על ידי הרשויות המקומיות ועל מנת לאתר מזהמים נוספים.
